When we speak of research, we often think about laboratory conditions. However, research affects all careers and all walks of life, including business, administration, politics, education, customer service, and criminal justice.
For this week’s forum, search online for the name of a research journal that might be important to your program (criminal justice) or your future career. Share the name of that journal and describe what kinds of articles, research, and data it publishes.

Ayatollah Khomeini, the Supreme leader of Iran, has recently made a number of statements calling on the need for Iran to “destroy and obliterate” Israel and the United States, calling them the “Great Satan” and “enemies of Allah.” Iran then sends 10 armed warships to block the strait of Hormuz (a public waterway that separates the Persian gulf from the open ocean and through which approximately 20% of the world’s petroleum passes each day). In response, the U.S. President asked for, and Congress appropriated, funding for 20 warships to be deployed to “patrol the Persian Gulf, including the Strait of Hormuz, and to protect United States citizens.” Pursuant to this appropriations bill, the President sends 20 armed warships to the Persian Gulf. The ships pass through the Gulf and Strait for seven straight days without incident. On the 8th day, the President receives secret intelligence that Iran is planning on bombing one of the U.S. ships in the Persian Gulf. The intelligence reveals that the attack is planned to take place in five days, and that Iran has begun preparing a military facility for use in the attack. Without consulting Congress, the President authorizes one of the U.S. ships in the Persian Gulf to complete an air strike on the Iranian land-based military installation from which the President believes the strike against the US ship will take place. The strike is carried out and is successful in destroying the military installation.
Upset over lack of Congressional involvement regarding the strike, Senator Boller asks you to draft a memo (1,000-1,800 words) on whether the President’s actions complied with relevant law and the Constitution. He also wants to know some of the arguments the President will likely make to support his actions and whether these arguments are persuasive. Cite and quote relevant cases and statutes. To answer this question, rely on Orlando v. Laird, the War Powers Resolution, chapter 12, relevant notes, and any other material from Units 1 or 2 which might be helpful for analyzing whether the President’s actions are legal. The memo should use headings for organization, state clearly the applicable legal issues and rules, and then have detailed analysis and a conclusion.

In the Unit 1 discussion, you examined several different examples of how research is used in public safety to find areas of improvement and how it became the foundation to improve practice. Recognizing the importance of research in public safety, your task is to write a memo to your local City Council regarding an issue in public safety that would benefit from research and to introduce to the City Council why adequate funding is necessary to support these research activities. Additionally, introduce to the members of the Council the potential issues that can occur if research is undertaken that does not adhere to the scientific method.
The specific steps are as follows:
Locate an issue in public safety, within your local community, where research could help improve a practice.
Construct a 2-page memo with the following sections:

Introduction to the issue
Explanation of the importance of research as it relates to your chosen issue
Overview of the scientific method
Potential  concerns when the scientific method is not used

The 2-page memo does not include the title page and reference pages in the page count.
Use no fewer than 6 scholarly resources.

Research is increasingly becoming an important and expected activity within public safety agencies. In this discussion, you will conduct research to find specific examples of how research was used to show an area of improvement or that led to an improvement in practice. While searching for your examples, be certain to focus on at least 2 different institutional scenarios within the public safety system.
The specific steps are as follows:
Engage in independent research by finding 1 example of research that was used to show a topic that needs improvement in criminal justice. Then find 1 example that was used to improve the practical application of something. Two different examples are required for analysis this week.

Drug courts are a relatively new phenomenon in the American judicial system. Focus your discussion on the following:
Discuss the philosophy and role as well as provide a short history of drug courts.
Does the state in which you reside utilize drug courts, and if so, how successful have they been in reducing recidivism rates?
Would you recommend that all of the states utilize these courts to assist in processing drug cases?

You are a supervising administrative officer in a criminal justice agency. You

You are a supervising administrative officer in a criminal justice agency. You learn that Officer X has reportedly been fraternizing with another man’s spouse. The man returned to his home and found Officer X in his bedroom with his wife. The man then went to your agency to file a formal complaint against Officer X. It is a violation of your agency’s policy for officers to fraternize with the spouses of other people. Officer X was reportedly off duty at the time.
Administrative Scenario: You are in charge of the administrative investigation. You must identify legal, ethical, and moral character violations that occurred. Review the following interviews:
Interview 1

You interview Officer X, and he denies being in the man’s home with the man’s wife and fraternizing with her. Officer X said that Officer Y is his alibi. Officer X said that he was with Officer Y at Officer Y’s house when the alleged fraternization happened.

Interview 2

You interview Officer Y, and he initially verifies Officer X’s story. However, under interrogation, Officer Y changes his story, and he admits that he was not with Officer X and that he lied for Officer X because Officer X asked him to do so. Subsequently, Officer Y is no longer an alibi for Officer X.

Interview 3

You re-interview Officer X, and he continues denying fraternization and denies being in the man’s home with the man’s wife. However, when you tell Officer X that Officer Y admitted to lying for him, Officer X admits to you that he lied and that he did fraternize with the other man’s wife and that he was alone with her in her home.

In a 2-3-page paper, answer the following administrative questions:
Did a fraternization policy violation occur? What is the purpose of having and enforcing fraternization policies? Why do agencies have fraternization policies?
Did Officer X lie during the administrative investigation? Did Officer X encourage Officer Y to lie for him?

Is this merely an ethical issue, or does it also involve moral turpitude?
When does an ethical issue rise to the level of moral turpitude?
When does a moral issue rise to the level of criminality?

If the media find out about this investigation, what will the public expect you to do about it?
Sometimes, the cover-up is worse than the original act itself. As a criminal justice administrator, what is the best way to handle this kind of situation?
